This law only allowed residents to carry a handgun if they could prove that they had a “justifiable need,” which was interpreted to mean that the gun owner needed the weapon for self-defense. The Supreme Court struck down this law as unconstitutional, ruling that gun owners have the right to bear arms regardless of their individual need for self-defense.
